Government arguments supporting restrictions on foreign funding for civil society are often presented in rhetorically appealing terms – national security, counter-terrorism, state sovereignty. By stigmatizing CSOs, governments have proven adept at undermining CSOs’ legitimacy. What compelling arguments can CSOs and donors use to counter these narratives and generate public support for pluralistic funding? Participants in this session will work together to develop communications plans that address government justifications.
