Jennifer Stuart has over twenty years of experience designing, implementing, monitoring, and evaluating democracy and governance programs, with an emphasis on civil society development. As a Program Manager with ICNL, Jennifer oversees the editing process for USAID’s CSO Sustainability Index, which tracks the development of CSO sectors in over sixty countries around the world. Jennifer previously served as the Chief of Party for the USAID-funded Support to Croatia's Non-Governmental Organizations (CroNGO) program and as the Civil Society Specialist in USAID's regional bureau for Europe and Eurasia. She has a Master in International Affairs from Columbia University's School of International and Public Affairs.
