Thomas is responsible for policy and guidance within the unit of the European Commission (DEVCO) responsible for Europe's engagement with civil society and local authorities in external relations. He coordinates the exercise to develop EU Country Roadmaps for Engagement with Civil Society in EU's partner countries and has together with ECNL developed case studies on how the EU can support a more conducive environment for civil society.
