Claire Ehmann is the Division Chief for Civil Society & Media in USAID's Center of Excellence on Democracy, Human Rights, and Governance, where she oversees a team of experts that provide technical assistance to USAID missions worldwide, and manage global programs related to civil society, media, digital security, youth, and labor issues.  Ms. Ehmann chaired the Editorial Committee of the CSO Sustainability Index, USAID’s analytical tool to measure civil society environments, for 9 years.  She is an expert on CSO legal environments, CSO sustainability issues, CSO advocacy, and serves as USAID’s lead on Stand with Civil Society, a global call to action to support, defend, and sustain civil society amid a rising tide of restrictions on its operations globally.  Prior to joining USAID in 2002, Ms. Ehmann served as the Balkans human rights specialist for the Department of State’s Bureau for Democracy, Human Rights, and Labor.  Throughout the 1990s she worked on NGO capacity building in Eastern Europe and the Balkans for Freedom House and Partners for Democratic Change.  She was also a Fulbright Scholar in Burkina Faso, studying African cinema.   Ms. Ehmann has a Masters Degree in International Public Affairs from the Woodrow Wilson School at Princeton University, where she specialized in partnerships between international and local NGOs.
